This initiative was fundamentally influenced by the profound impact of the COVID-19 pandemic on businesses, particularly small, medium, and micro enterprises, as well as licensed gambling companies. Despite their diverse sizes, these companies faced the dual challenge of maintaining compliance with stringent regulatory requirements while also navigating through issues such as steady decline of the economy.

In these challenging conditions, licensed businesses often found themselves vulnerable to various financial crises, including dilution of shares, business rescue, liquidation, insolvency, compromised sales, and hostile takeovers or mergers.
